NSP Commends EPA Proposal for Record Biofuel Volumes, Enhanced Focus on U.S. Agriculture

WASHINGTON (June 13, 2025) — National Sorghum Producers today voiced strong support for the Environmental Protection Agency’s (EPA) proposed Renewable Fuel Standard (RFS) volume requirements for 2026 and 2027. The proposal, marking the 20th anniversary of the RFS, calls for the highest total renewable fuel blending obligations ever and underscores a renewed focus on domestic energy security and agricultural markets.

The EPA’s proposal sets total renewable fuel requirements at 24.02 billion gallons in 2026 and 24.46 billion gallons in 2027. Conventional ethanol remains at 15 billion gallons annually, while advanced biofuel targets rise sharply to 9.02 billion gallons in 2026 and 9.46 billion gallons in 2027. The rule also includes structural changes aimed at reducing reliance on foreign feedstocks and better aligning the program with U.S. production capacity.

“The EPA’s proposal sends a strong market signal that prioritizes rural economies and sustainable fuel solutions made here at home,” NSP CEO Tim Lust said. “Sorghum continues to gain traction as a dependable, low-input advanced biofuel feedstock, and this rule lays important groundwork to expand our role in current and future advanced biofuel markets. We look forward to working with EPA and USDA to ensure the final rule promotes fair access and recognizes sorghum’s value across the advanced and conventional fuel space.”

The rule also proposes reducing the value of RINs generated from foreign biofuels and feedstocks to 50 percent of their domestic equivalents, a move intended to bolster American biofuel investment and reduce dependence on foreign oil by as much as 150,000 barrels per day, according to EPA estimates.

NSP supports the removal of renewable electricity (eRINs) from the program and continues to advocate for accurate lifecycle emissions modeling and improved market access for low-carbon sorghum-based ethanol and advanced biofuels.

EPA will hold a virtual public hearing on July 8, with public comments due by August 8.
